There are 3 required tax items you’ll need in order to get setup for payroll.

Employer Registration Number

(XXXXXXX X or XX-XXXXX X) 8 digits

Unemployment Insurance Tax Rate

Withholding Identification Number

(XX-XXXXXXX) 9 digits - same as FEIN

How to register:

  • Employer Registration Number and Unemployment Insurance Tax Rate

    • New businesses can register online. This process ensures the inclusion of your business with both the New York Department of Labor and the New York Department of Taxation and Finance.

    • Upon successful registration, you will obtain your eight-digit (XXXXXXX X or XX-XXXXX X) New York Employer Registration Number.

  • Withholding Identification Number

    • Your New York Withholding Identification Number will correspond to your nine-digit (XX-XXXXXXX) Federal Employment Identification Number (EIN). This information will automatically fill the New York Withholding Identification Number field during your EIN entry. If the New York Department of Taxation and Finance assigned a branch code to your business, input it in the second field; otherwise, enter 00.

    • Note: Your New York Withholding Identification Number remains valid only if you have registered with both the New York Department of Labor and the New York Department of Taxation and Finance.

How to locate these numbers if you’re already registered:

  • In case you possess only seven digits of your complete eight-digit Employer Registration Number, you can verify the eighth digit by accessing your DOL Employer Home Page. By entering your FEIN and the existing seven digits of your Employer Registration Number, the system will display your full eight-digit account number.

  • You can find your Employer Registration Number and Withholding Identification Number on previously filed tax returns (NYS-45).
